was not added as there was no clear indication of missing words, however some obvious corrections were made such as 'Tolomial' to 'Colonial', 'Junngeon' to 'Surgeon', 'Jolmial' to 'Colonial', 'connderation' to 'consideration', 'panitary' to 'sanitary', 'Victoria is' was added for context, 'Governon' to 'Governor', 'desai' wasn't clear but 'desa' to 'disease', 'Jungen' to 'Surgeon', 'Smanel' to 'General', 'anfurtiy' wasn't clear, possibly 'affording', 'Jund' to 'send', 'M. 5 they' and 'with an Milks they' weren't clear and were left as is but 'Recd my 5 May' was kept as is as it seems to be a receipt or acknowledgement. More context is needed for some of the unclear words. The text was formatted into paragraphs and some minor corrections were made to make it more readable.
