321 of the Hong Kong Government Gazette for 1878.
The Editor General has some remarks in the Blue Books. For apparently the same matter, see also some notes for 1878 in the Gazette.
The Fort Gazette of 25 November 1878 contains an article.
I now refer to Clive's report, which contains a very good debate between Mr. Hennessy and Mr. Beswick on the parlous state of the Chinese part of the town. I have marked the proper parts where the Chinese views (as given by the Registrar General) are discussed.
I have also marked (page 370) the Chinese memorial against improved Chinese dwellings quoted by Mr. Hennessy in the Council.
You will find a very useful report of the Surveyor General on the proposed extension of the Chinese settlement into Purchase quarters - not in Wellington Street (pages 562-3, 564-5).
MINUTE PAPER
Government permission to re-erect huts is quite legal. Joven comptroller & prevent the nuisances.
Office letter (Wet four of base 13355) and what Mr. Hennessy said (Hennessy papers on the debate). Let it be uppermost in principle and utterly improfitable for the authorities being this cleanly intention to force among the natives.
"That the Fort Lodge regarding Groupers after the ventilation, drainage, communication, etc., of Chinese dwellings is evident from what is paid at the commencement of the Chinese memorial with regard to 6th October complaint."
