Vladivostok in Siberia, Yokohama and Nagasaki in Japan, Shanghai and Amoy in China, Manila in the Philippine Islands, Hong Kong, Singapore, Port Darwin and Eucla in the British Colonial possessions, Batavia in the Dutch East Indies and Saigon in French Cochin China.
To facilitate the execution of the proposed work the Secy of the Navy desires to make the requisite observations.
In view of the foregoing statements I have the honour to bring this subject to the attention of H. E. and to request if practicable that the privileges desired for Lieutenant Commander Green and his party in the British Colonial possessions above named be granted.
