(3 Chinamen, who last year were surrendered by the foot of Hongkong, in accordance with the provisions of the Treaty of Tientsin were in charge of Marder, & who sub- sequently were alleged to have been subjected to torture in order to extort from them a confession of their guilt I am to request that you will draw Lord Granville's attention to the accompanying copy of despatch No. 29 dated 26 July and No. 33 dated 2nd Aug SJL. 128/20 Sept copy of correspondence with the Off[ice] Gov[ernment] of Hong Kong, from which it will be observed that the 13 prisoners in question were duly given up to the Chinese Authorities on an express understanding that they should not be tortured; & that upon the report that they had been subjected to torture appearing in The Daily Press, reference was made to the Viceroy who gave a distinct denial
