individuals either accused of or condemned for the crimes specified in the Schedule which was enclosed in your Lordship's note, without reference to any Treaty or law of reciprocity, I have the pleasure to state to your Excellency that His Majesty's Government, after having maturely considered the matter, have come to the decision to empower the Governor of Hong Kong to take the opinion of the Council of Government, and after that to consent to the Extradition to Macao of any individuals either accused of or condemned for crimes, leaving however, his discretion in the matter in conformity with the provisions laid down in the Portuguese Legislation.
