Despatch from Her Majesty's Minister at Lisbon, enclosing a Note from the Portuguese Minister for Foreign Affairs, acceding to the proposal that the respective Governors of Hong Kong and Macao should, in the absence of our respective Legations, be empowered to surrender persons accused or convicted of certain crimes, in so far as they could do so conformably to the criminal legislation in force in the respective territories.

I am also to enclose copy of a Report from the Law Officers of the Crown to whom this despatch was referred previously to its being submitted to the Portuguese Government, and I am to request that you will move the Law Officers of the Crown to take such steps as they deem necessary for giving effect to his proposal.
