I do not understand how parties murderers from Hong Kong to escape are not.

No, the extradition has hitherto been slipped because of the difficulty in capital cases; & our list of Extradition misdemeanours, is the Portuguese Government not sign a treaty.

Now are we to waive the treaty, the Portuguese Gov't will refuse to give up a murderer unless some promise not to hang him.

This, we have instructed Gov't to prevent giving in the Munden will escape but other criminals will be extradited.
