Grown on the subject of the privileges of mail-Packets, wherein an opinion is expressed as to the expediency of passing a local Ordinance at Hong Kong, granting the privileges and immunities conceded to the Vessels of the Messageries Maritimes by the Convention with France to the vessels of the Messageries.
Lam to add that Lord Stanville is about to address a despatch to Her Majesty's Ambassador at Paris on the subject under consideration and that a copy of it will be previously submitted to Lord Kimberley for his concurrence.
