I have laid before Earl Granville your letter 213 of the 28th Ultimo, relative to the instructions which have been addressed to the Governor of Hong Kong respecting the immunities to be granted to the Steamers of the Messageries Maritimes under the Postal Convention with France of 1855, and I am directed by his Lordship to transmit to you, for the information of the Earl of Kimberley, a copy of a Report from the Law Officers of the Colonial Office
