Dr Eitel also defends the system of adoption at least, and says that of slavery proper as known in China there is no trace in Hongkong. The Governor has been asked for a report on these points.
The F.O. might have been informed that the paper, enclosed in Consul Backhouse's despatch of 2 December, has been brought under their consideration, and that Lord Kimberley has called for a circumstantial report on the subject. Br. 24/5

Mr. Bailey is not a very trustworthy authority, infected as he is in Hoyting his statistics Jr. 9/10 are very unreliable. It was not &c., bound not. & finals Journal. -K Av A his lyse signs pu p. 30ft. Sir John Imale admitted that Bailey was prone to exaggeration, a thing I have no doubt he has done in communication.
