of Parliament. On this point the judgment was not reversed by the Court of Appeal and must be taken to be the governing Law.

Lord Salisbury considers therefore that the former Instructions on the subject are superseded by that decision,

and His Lordship is in communication with the Board of Trade with reference to the expediency of immediate legislation in the matter.

I am in conclusion to state that Lord Salisbury will in the meanwhile press the French Government for a decision on the proposal submitted to them by Her Majesty's Secretary in 1876, referred to in Page 17 of Sir J. Sertolet's memorandum, of which a copy is herewith enclosed.
