Court on his return to Japan it appears that he did not proceed from white only, but went as far as Penang and I am to request that you will state to Sir Michael Fiche Black that Lord Salisbury would be glad if he would direct that inquiries should be instituted as to the circumstances under which Cannon did not go further than Penang, and also as to whether it would not in these circumstances be possible to obtain a return of a proportion of this man's passage money to England.
I am to refer you to Her Majesty's Order in Council for China and Japan of the 9th of March 1865, which provides for the custody of the person deported under a warrant addressed to the Commander of the vessel in which he is embarked.
