The Salary offered being over £500 per annum, the Colonial regulations do not permit of free passage being granted to Hong Kong office or Individual.

When the Governor is written to, he should receive a copy of the correspondence respecting the terms of appointment and, I think, the man should be told that if he is dispensed with after 8 years, through no fault of his own, he should not only have a free return passage but have his passage money out refunded.
