-2. This Ordinance was referred for the consideration of the Board of Trade, and I now enclose a copy of their reply containing suggestions on certain points.

The amendments suggested (vide the Suggestions) should be carried out either by passing an amending Ordinance or by repealing and reenacting it with the necessary amendments embodied.

3. I would call especial attention to the observations of the Board as to the necessity of complying with Sec. 8 of the Merchant Shipping (Colonial) Act 1869 with reference to the examination of candidates for colonial certificates and to Section XV of the Code under other Ordinance.

And I shall be glad to be informed whether you desire a competent surveyor or a ...-gentleman supported by the ...ting Consul General to be sent out from England to ...general in para 12 of his Report on the Ordinance.
