I am directed by the Board of Trade to acknowledge the receipt of your letter of the 19th instant, transmitting, for their observations, a copy of a Despatch from the Governor of Hong Kong inclosing a copy of an Ordinance of the Legislature of that Colony entitled the "Merchant Shipping Consolidation Ordinance, 1879", together with a copy of the original draft of the Ordinance, with the marginal Notes made by this Board when it was before them in 1874.
