I am also directed to call your attention to the fact that the Committee of Lloyds have been moved to make endeavours to have a 1st Class Light erected on the Lema Islands, which lie about 23′ outside of Hong Kong. These Islands might appear as a large dark mass, and it is said to be quite impossible to single out any one island with certainty and steer in through them.
The mail Steamers are timed to arrive at Hong Kong at 4.4 am, and thus are expected to make these Islands at Midnight. His Excellency the Chinese Government would be willing to keep up a light on
