deal with the proposed scheme for Taul's 2 hydrants in connexion with the question of an improved water supply,
as to which the Secretary of State had no information for over two years.

This proposed step is, as Mr. Lucas says, distinct from the present Water supply of Milona (Pokfulam Reservoir Supply).
The new Tanks Mains are to be kept quite apart from the Pokfulam mains & the Tanks are likely not to be supplied from Pokfulam but "will be kept independent of the adjoining P.W.D. mains" (see Mr. Price's memo).
On account of the increase in the Town's population and the number of Private Lots which have been allowed to attach themselves to the Pokfulam Mains, the Pressure in the latter has been considerably reduced for five years and this scheme is a proposal to meet the dangers.
If the Committee appointed to enquire as to the best way to lay the main generally in Wales should be appointed without delay.
We have already asked the Government (in 1887) why later on the general scheme of improvement water supply was not proceeded with.
