I have the honour to submit for the consideration of the Lords Commissioners of the Admiralty the following suggestions with reference to the Vice Admiralty Court of Hong Kong.
The Right Hon. The Secretary of State for the Colonies has done me the honour to offer me the post of Registrar of the Supreme Court Hong Kong which I have thought it my duty to accept & propose to leave shortly to undertake the duties of the office.
