As to the words
"for sanitary purposes" I do not quite know what has been meant but anything that has been left undone is due to Sanitary purposes. Probably it refers to the overcrowded undrained character of China Louder.

The Inspectors of brothels take it for granted that the Secretary of State is averse to the malpractices of the Hongkong police.
The Inspectors do not belong to the police force proper & the head of the police will not let his men have anything to do with the work of acting Inspectors.
Evidence of this is that Inspectors of brothels have nothing to do with the Superintendent of licence or police.
It's Not a post which any of the Law Inspectors or European police of the Metropolitan force would take out here.
Some of the Inspectors of brothels have been previously in the police force but as has been said, the duties of the two are wholly distinct and belong to different departments.
