I beg to report that Mr. Pope Hennessy has applied for leave of absence from the 22nd instant, before the Executive Council, my advisers having unanimously recommended that he ought not to be allowed to leave the Colony until he substantiated or withdrew the specific allegation against the Governor he had made respecting the publication of Mr. Ford's report.

2. I enclose for your Lordship's information a copy of the letter written to Mr. Price at the request of the Council, together with a copy of his reply in which he withdraws the allegation in question.
