Konny, any attempt to check the consumption of deleterious spirits, with the consumption of the inferior spirits by European soldiers, I would endeavour to obtain that revenue which the sale of spirits in the Colony should yield, must be by means of retailers' licences.

The undersigned take strong exception against the deleterious spirits being wasted & lavishly consumed by persons aggravating the evil.

Which should be fixed at a rate high enough to be consistent with not giving too much encouragement to the illicit sale of spirits.

I shall be glad to have your precise views & suggestions. (It may be at the same time proper to consider the propriety of taking stringent measures against the sale of noxious spirits).
