respecting the licence fee for Distillation of Spirits at the China Sugar Refinery and at the Hongkong Distillery Company, and the recommendation of the Acting Colonial Treasurer,

were again considered and it was resolved to fix the Fee, at present, at $2,000; the Attorney General to prepare the formal resolution embodying the views of the "Council"

"Executive Council. 24 August, 1889.

"With reference to the papers that had been considered at the last meeting respecting the Licence Fee for the Distillation of Spirits the following resolution which had been drafted by the Attorney General is read and confirmed.

"Seeing that by Ordinance No. 8 of 1844 and No. 3 of 1869 the distillation of spirits is absolutely prohibited save under such conditions as may be imposed by the Governor in Council and that it is expedient by such conditions to discourage the manufacture and sale of unduly cheap spirits and that it is now proposed to license distillation of spirits on a more extended scale than hitherto by the Hongkong...
