I am rather inclined to support the Commercial Government. The duty is excessively low, and the manufacture of spirits for export is not, under all the circumstances, an enterprise
of unfair competition with the export duty. We cannot prudently maintain that Export duties are unsound or undesirable in Colonies. If he J. Hennessy taxes the Chunève distillers, as he says he will, on a fair scale, part of the burden, at any rate, will be removed.

I agree with Sir Grant Duff! an Export duty on spirits distilled in the colony which is quite indefensible in amount,
