It is in respect of such orders omitted cases and such only I think that power to apply Order if there be Air appropriate it be proper general order to Ad make such rule 14 a under the Act (1861) and not proper to make like order Ordinance (5 of 1864).

The reason is that while the Act (1861) by section 51, that is by the words o re under the Act of 1861 is given. The power to make general orders under the act (1861) is given by section 45 of that Act in terms almost identical with those quoted above from section 4 of the Ordinance (5 of 1864)

It may be said having the act itself, expressly enacts that "the Commissioners may sit at Chambers for despatch of such part of the business of their Court as without detriment to the public advantage arising from the discussion of question open Court, be heard in Chambers; and when sitting at Chambers they shall have it-
