is conferred by section 4 of Ordinance 5 of 1864.
Under that Ordinance (sec 7) the Chief Justice may with
the advice of the Legislative Council frame Orders amongst other things, for regulating the
practice and procedure of the

and generally for
carrying into effect the provisions
of the Ordinance, and for appointing
the sittings of the Court.
I do not think that orders
providing for the transaction of
certain business at Chambers
could properly be made under the power conferred in these terms unless some power to sit at Chambers first expressly given by the Ordinance itself
