I am directed by the Earl of Kimberley to instruct you to communicate with Mrs. Peterson of 27, Philpot Street, Commercial Road, East, and to provide her with a free passage, 2nd class, to Hong Kong in order to enable her to join her husband who is a member of the Police Force of the Colony.

I am of opinion that it would be proper to grant a free passage to the wife of Maries Peterson, a member of the Hong Kong Police Force, from Colonial funds.

I am collecting information on the general question as to the advantages & otherwise of encouraging marriages among members of the European Police Force; and I may perhaps venture to submit a proposal on the subject.

I have the honour to be,
Your Lordship's Most Obedient
Humble Servant
