All the information which I am obliged to ask for might have been in my hand many years ago, and could have been considered and replied to in time to bring the newly organized staff into work by at latest the beginning of this year; but as the matter stands, I am not in a position to express further approval until you furnish me with materials for understanding exactly what is the state of the staff at present, and what is proposed.
