I shall address a further despatch to You on the subject of the pension after it has been carefully examined, and considered by the officers of my department. At present I will only observe (1) that there is no objection to Chinese officers receiving the same annual vacation leave that is accorded to other officers of the same rank, but (2) that the Climate addition of five years in the computation of pensions, and the regulations respecting leave of absence on half salary are intended for European officers serving abroad, and that neither privilege is applicable to Chinese officers in Hongkong any more than to public officers in this country.

The interpretation question will form the subject of a separate despatch. In the meantime I remark that the main object of the "Cadet" is to provide a body of well-educated British young men able to speak Chinese for the higher appointments in the supreme court and that body should make the interpreting staff of the supreme court.
