The rate of gratuity is related to Moore's salary for each year of service. This is of course in addition to the purchase of a pension, computed on sixty-fifths of the salary as had been years of service.
If a Chinaman retires in very broken health, the allowance of a gratuity instead of a pension might be a bad bargain for the Government.

15. I now proceed to offer some remarks on points of detail in the Minute.
Under "Pensions", "Compensation and Allowances".
Clause 2, line 3. The condition of retirement on account of age or ill health. The ground on which this provision presumably rests is sound, that the endeavour ought not to be lightly set aside, but the circumstances of the case in question may perhaps justify an exception.
As to the minimum salary of £30 per annum, it may be strained that at Ceylon the limit is £25 per annum, and that the same limit (£250) has been proposed by the Secretary of State for Mauritius. It would seem desirable, for the sake of uniformity of practice, that £25 should be named.
Clause 3. The incompleteness of this Clause, which does not distinctly show how the pension of a Judge who had previously held other office is to be calculated, has been the subject of the Senate's care.
