"For Governor Draft Pension Minute. Encloses Eitel's précis report upon documents respecting this question. Recommends that all public servants on Fixed Establishment, drawing salary of £30 upwards, be entitled to pensions.

Mr Lowes will consider the minute, and before the despatch came in, I believe he was about to suggest an amendment to the old minute in regard to the pensions of officers engaging private practice.
I wish, however, to call your attention to the question of giving pensions or gratuities to Chinese: Eitel's memorandum appears to be one to which grave exception might be taken; it is a wholly ex parte statement, and some of the expressions in it are offensive; it is written as...
and that the correspondence now be allowed to drop.
