The following are the words in which the Secretary of State's suggestion was made.
1. I am not indeed aware that "any such collisions as those anticipated between Chinese and Europeans have ever actually occurred: and, if this be so, I would suggest the possibility of trying the "free opening" of the Museum for a "limited" period, say six months,
and
4. in the event of this arrangement being found to cause annoyance and inconvenience to the frequenters of this or any other the institutions in this or any other "way, the old rules might be reverted to either wholly or with such modifications as might then seem "desirable."
