no real application for Sir Michael Hicks Beach's despatch was made

by the City Hall Committee till the 1st of October, that is some days

after Mr Keswick had forwarded

his letter direct to Your Excellency's predecessor

To complaining (among other things)

that he had not been furnished with the Secretary of State's Despatch.
