Sir M. Hicks Beach's despatch of 16 Dec was amongst the documents referred to by the Governor at the meeting of no doubt the Leg. Co. and there that the Committee intended to comprehend it in their requisition of 16 Dec. But it was not of a nature to affect their case for counsel and the substance has since been communicated to them. I think therefore this point may be allowed to drop.
