I have ventured to accede
as far as this

to the chaplain's request,
one remittance is concerned; and
I take the liberty of recommending
Your Lordship to authorize
me
to sanction similar remittances at par
in future.

I think a distinction
may fairly be drawn between remittance for Life Insurance and remittance
for other objects; and that it is the duty
of the Government to encourage the former. I have the honor to be,
