in the Supreme Court and the speeches of Mr. Gibbons, the Registrar in which after assuring himself that a Reporter was present, he expressed his desire to make a public utterance.
I beg to submit this public utterance by Mr. Gibbons, the Registrar to the consideration of His Excellency The Governor. I rest satisfied that His Excellency will take such steps on the matter as so grave a public scandal require
