Liu Justin was given to understand that he was about to apply for leave to go to Canton to appear in another accoutrement as he had been completely deceived as to the amount of his emoluments.
I consented to allow him to withdraw his letters. Soward, the clerk of the court, however, he appeared with repeating his charges.
This letter was also sent to the Chief Justice in his capacity as a Puisne Judge. But before I could deal with the point raised therein, he (as a Puisne Judge) made a public statement in Court and he has continued to act in open defiance of the Judge.
I shall wait for the result when the Acts have been duly considered by me in Executive Council. Meanwhile I enclose your Lordship's information at the last Meeting of the Executive Council, when a letter from the Chief Justice was considered and answered, together with a copy of a further letter from him to Sir John Bowring inclosing decision of Mr Justice Knowles on one part of the tribunal proceedings.
