This letter was again sent to the Chief Justice for his observations; but before I could deal with the points raised by Mr. Sibbono refer them (as he seemed to wish) to Her Majesty's Government, he made a public statement in Court, and he has continued to act in open defiance of the Judges

I shall report fully on the matter when the facts have been considered by me again in Executive Council. Meanwhile I enclose for Your Lordship's information a copy of the last minute of the Executive Council when a letter from the Chief Justice was considered and answered, together with a copy of a further letter from Sir John Smale enclosing Snowden's decision on one part of Mr. Gibbon's proceedings.
