Note by the Attorney General
The scope of this draft Ordinance is confined strictly within the limits laid down in paragraph 13 of the Governor's despatch of 18th July 1880, and in the directions contained in the Secretary of State's despatch of 30th November 1880.
The Ordinance does not deal with the case of punishments inflicted upon Chinese offenders exclusively, because, since the passing of the Ordinance 5 of 1880, there are no provisions of law in force for such punishments.
