In order to obviate delay, one copy has been forwarded to the Secretary of State, direct, by the outgoing English mail.
It might possibly have escaped Mr. Keswick's attention that to forward a bundle of papers including two printed pamphlets, of about twenty pages each, to your Lordship, direct, by mail, whilst copies of them are only communicated to the Governor a few hours before the mail is closed, would not be, as a general rule, a very convenient practice, nor one entirely in accord with the Postal Regulations. In this case, however, it is of no great importance as there is really nothing in Mr. Keswick's letter or its enclosures that call for any special notice.
The simple point at issue is, whether the Governor and Legislative Council of this Colony are to vote an annual sum of $1200 to the City Hall when the Committee of that institution insist on keeping up a totally unacceptable and irritating
