Ordinance being:-
An Ordinance enacted by the Governor
of Hongkong, with the advice of the Legislative Council thereof intitled, "The
Prisons Regulations Amendment
Ordinance, 1880"

I am of opinion that it is an Ordinance which is not contrary to the
Governor's instructions
The object of this Ordinance is to repeal Ordinance 2 of 1848 and to make provision in lieu thereof amending
