I have examined the accompanying Ordinance being "An Ordinance enacted by the Governor of Hongkong, with the advice of the Legislative Council thereof, entitled 'The Merchant Shipping Consolidation Ordinance Amendment Ordinance, 1880.'" I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.
