Lordship to instruct the Crown Agent to send out, on the usual conditions,

men

to fill those vacancies.

On looking through

return

of

the nationalities

of

those

Police Officers who have been

punished

or dismissed for

drunkenness, I find that the British

element in the Force is not the

most temperate.

3.

For this, and other reasons,

I think it would be well not to

recruit the Force solely in Scotland

but to try and get

men

occasionally

from the Irish constabulary.

4.

Provision is made in the

Estimates to meet this expenditure.
