1. I have had under my consideration your despatch No 150 of the 19th of September transmitting a letter from Dr Ayres on the subject of certain differences between himself and Dr Wharry in which he requests my sanction of certain rules framed by him for Dr Wharry's guidance in the Superintendence of the Civil Hospital.

2. I regret to have received this additional proof that disputes were allowed to proceed to so great a length, and fear that cordial relations with and amongst the officers...
