I have nothing more to add except that I regret exceedingly the tone of the Superintendent's observations as I consider they ill become a subordinate Officer while commenting on the actions of his superiors.

I am directed by His Excellency the Governor to request you to inform the Superintendent of the Civil Hospital that the Governor concurs in the views expressed by Dr Mackinnon, and Dr O'Brien and yourself.

Government Civil Hospital Hong Kong July 10th 1880

With reference to the answer of His Excellency the Governor on my letter concerning Additional Grant for Lock Hospital, I note that His Excellency has been pleased to approve the increase of staff required for the new Lock Hospital but in the minute there is no provision for medical charge of the Establishment nor yet for the economical expenditure of Stores etc.

There are economical drawbacks in the new Lock Hospital and I shall be glad to learn His Excellency's pleasure concerning them.
