to the Col. Surgeon of Up 22/80 seems to me to settle the question. According to that statement he has more to do than is to be expected from any other Hospital surgeon. If the officer is engaged to give his whole time to the onerous duties of his office, he must surely find time for these further duties before he thinks of using any of his leisure in private practice.
