They should be considered a Sub department of the Surveyor General's office.
4. There should be a Garden Committee consisting of not fewer than [number] persons including the Surveyor General and the Superintendent of Public Gardens.
5. All plans for alterations and improvements should be considered by the Committee before being approved and an estimate is called for.
6. Sanction for expenditure to be obtained in the usual way by the Surveyor General's.
7. Proposals for replanting throughout the Colony to be approved by the Committee and carried out by the Superintendent.
8. All works, such as walks, parks, earthworks, drainage etc., when decided upon by the Committee will be carried out by the Engineer-General's Department and under his supervision.
9. The Superintendent of Public Gardens will have sole control and responsibility of all that pertains to botanical and horticultural management of the Gardens.
10. All accounts of the Garden Department will be kept formerly in the Surveyor General's office and the necessary disbursements made by him, vouched when necessary by the Superintendent.
11. The coolies, gardeners employed in the Public Gardens will be under the sole control of the Superintendent.
12. Submit this memo to the Surveyor General and the Superintendent of Public Gardens.
