my deep regret therefore that His Excellency should have afforded
me opportunity of learning and refuting its Contents before he sent
it to the press.
3. By the next mail I shall deem Myself the honour
of Submitting to Your Lordship my detailed answers To the Ford's allegations, but I feel
that I cannot allow the Gazette to go home without assuring Your Lordship that the report which
appears in it is a Calumnious document.
4. The Report as Your Lordship will observe bears date 16th October 1879,
and has therefore been held back for ten months.
Unfortunately during this period
I have incurred the Supreme displeasure of the Governor, which displeasure Culminated about ten
days ago at Executive Council during which to my great regret
I was unable to Concur in His Excellency's Views in respect of
the public Sanitary matters.
