The Regulation in question lays:- "In which cases no report to the Secretary of State is necessary but the Officer absenting himself must, with the concurrence or sanction of the Governor, make such arrangements as may be necessary...

On my despatch No. 98 of July 1886 I mentioned the incidentals that Mr. Ng Choy's conduct as Acting Police Magistrate during Mr. Plunket's absence had confirmed the high opinion I entertained of his character and ability.
