The despatcher cases appear in the first instance to have been not communicated to Mr Price for any action to be taken upon them, but to have been circulated to him in common with other members of the Leg. Co. I point this out because when they were sent the second time with instructions they are mentioned as being again sent when he had already been guilty of neglect in not acting upon them.
