Je Lord Kimbuley's Minute on 13163 - this dispatch is partly two months later in date; - but it does not even mention the proposed new officers, & suggests nothing - I gather from H. Ayu better Dr. Marst attached to 13163 that some improvement had taken place in the state of the brothels and it is with satisfaction that the general condition of the town remains the same.

The Chinese population has increased with great rapidity in the last two years, no doubt adding to the increased overcrowding of the houses. Better water supply is probably the greatest necessity in the whole Chinese Quarter.

but we apprehend they planned the works long ago, if they are right. I care little how long it may be taken to set to work now as it will require many months; the Commission to again report.

The state of the town would appear to be more a question for action of all kinds for at least a year, I doubt the advantage of ordering the form of recently amendment, as with another form we should have had a scheme before us as long ago as last year. We know that his attention was called to the state of affairs ago in the Leg. Council. We have not the local knowledge necessary to give definite instructions as to what should be done; and I have nothing to suggest beyond referring his attention to ameliorate these horrors, leaving the Local Government to find out what is best to do - J 11/11

It might also be said that if the Colonial Government is altogether unable to deal promptly and effectively with this question, which does not appear to present any ordinary difficulties, beyond the paucity of the Local administration, it will be necessary to send out a special Commission with power to advise and act.
